It seems like after all Loki is worthy for the hammer of Thor! Check out this deleted scene from  Thor: The Dark World that features Tom Hiddleston‘s Loki imagining that he’s more powerful than he really is. He basically sees himself as the king of Asgard, and this would be his ideal coronation ceremony.
